a dozen witnesses nearby in manhattan's columbus circle. here's how the calculated murder went down. police say around 1:20 monday afternoon, the suspect arrived at the scene waiting for his victim. 30 minutes later, he gets out of the tan getaway car, talks to his getaway driver and scopes out the scene. watch as multiple people walk by, getting a glimpse of the killer before he pulls his hood up, then begins pacing up and down the block, even passing by his target. minutes later, as woodard walks down this busy street with surveillance cameras catching his every move, the suspect walking up from behind. police say that's when the victim looks up from his phone, instinctively turns around, but decides to keep going. seconds later, around 2:00, that's when police say the suspect pulled out a silver semiautomatic pistol, firing the fatal shot. the hit man then calmly gets into the passenger side of the getaway car and takes off. >> nobody saw him. there were 50 people at least on that corner, nobody seen the guy. >> reporter: abc news has learned woodard had more than a dozen arrests

and i love when it snows there. we are looking at snow across columbus circle, knox. that's one of the places we'll see less snow. we'll see more further west and north of the city. the reason we're getting the snow, the cold air is coming in, the storm is moving in and as they mix together we'll see more of the wrap-around effect from the storm system. washington, d.c., has been changing over from snow to rain at times, big fluffy flakes in washington, d.c., and baltimore around 10:00 or 11:00 this morning. but look at the rain/snow line, kind of stretches across central new jersey. we're also going to see this storm grow and intensify tonight. this is going to be a big snowmaker for coastal new england. in fact, you can see three to five inches for pennsylvania, upstate new york, parts of virginia, western maryland. as we zoom in, the winter weather advisory calls for 1 to 3 inches in new york city, upstate heavier amounts but boston, providence, areas of southeast connecticut, you could see 4 to 8 inches. and in some locations, don't be surprised if you get higher than 8 inch

, monday afternoon, midtown manhattan, right around columbus circle and carnegie hall. take a close look at this still picture. this is what we have from surveillance cameras. nypd says this is just moments before this suspected gunman here, the guy on left-hand side of the screen with the hoodie pulled over his head, this is right before he pulls the gun and fired, putting a single bullet in the back of his target's head. the target, a california law student visiting the city. police say the suspect then got into his silver lincoln mkz, here is the car, you see him coming or going, coming, this is also obviously surveillance video, the suspect simply disappeared after that single shot into new york traffic. so many questions here. i want to bring in new york times reporter david goodman. david, excellent reporting. all these details in your piece this morning. i guess one of the first things when i read it i thought you have this victim, brandon woodward, law student, apparently had a law school exam the next day back in los angeles, but he didn't have a return ticket. tell me more. >>

in their custody the getaway car used in monday's targeted hit killing, near new york's columbus circle, in the middle of the afternoon. it was a rental car found in queens. and as police piece together leads, they are also getting help from the lapd, since the victim was visiting from los angeles. and a picture is emerging of a man trying to get his life back on track. surveillance video captures a waiting killer. police say ten minutes later, this man killed brandon woodard of los angeles in a brazen execution-style murder on a busy manhattan street. where brandon woodard is heading is unclear. police believe he may have been looking for an address when he was looking down at his phone. he briefly turned his head, saw his killer, didn't seem to recognize him, and then kept walking. moments later, woodard was shot at close range in the back of the head with a .9-millimeter gun. his killers, say police, got back into a car where a driver was waiting and took off. surveillance tape in a tunnel later put investigators on their path to queens. ballistics tests matched the weapon to one use
